PennDOT Form MV-550 – Apportioned Registration Schedule A

PennDOT Form MV-550 – Apportioned Registration Schedule ACommercial vehicle operators in the United States who travel across state lines or into Canadian provinces frequently need Pennsylvania’s International Registration Plan (IRP) credentials. The official document for multi-vehicle fleets is PennDOT Form MV-550 – Apportioned Registration Application – Schedule A. This form is required when establishing a new apportioned account or renewing an existing one for two or more vehicles. Below is a complete, up-to-date guide based on official Commonwealth of Pennsylvania sources.

What Is PennDOT Form MV-550?

Form MV-550 is the primary application used by the Pennsylvania Department of Transportation (PennDOT) Bureau of Motor Vehicles, Commercial Registration Section, for apportioned (IRP) registration of multiple vehicles. It captures account holder information, fleet details, vehicle data, insurance, and maximum weights by jurisdiction.

Under the Full Reciprocity Plan (FRP) adopted by the IRP, registrants receive a single plate and cab card that authorizes travel in all member jurisdictions. Fees are calculated based on actual distance traveled during the previous reporting period (July 1 – June 30).

For a single vehicle, use Form MV-550A instead. Multiple vehicles require both MV-550 (Schedule A) and MV-551 (Schedule B).

Who Needs to File Form MV-550?

You must register under the IRP (and therefore complete MV-550 for multi-vehicle fleets) if your power unit:

  • Travels or is intended to travel in two or more IRP member jurisdictions, and
  • Is used for the transportation of persons for hire or is designed, used, or maintained primarily for the transportation of property, and
  • Has a gross or registered weight over 26,000 pounds, or
  • Has three or more axles regardless of weight, or
  • Is used in combination when the gross vehicle weight of the combination exceeds 26,000 pounds.

Vehicles or combinations of 26,000 pounds or less with only two axles may obtain apportioned registration optionally. Charter buses operating interstate have been required to obtain IRP registration or trip permits since January 1, 2016.

Applicants must maintain an established place of business or residency in Pennsylvania that meets PennDOT’s requirements (detailed in Form MV-556 and PUB 181).

  • Section A – Applicant Information – Enter TIN/EIN, registrant name, contact name, USDOT number, business address (no P.O. box alone), mailing address, email, account number (if existing), registration year, telephone, and fax.
  • Vehicle Information – For each vehicle list equipment number, VIN, year, make, body type (TR = Tractor, TK = Truck, BS = Bus), axles/seats, fuel type, unladen weight, gross vehicle weight or gross combination weight, purchase price/date, factory price, PA plate number (if applicable), and owner/lessor details.
