What Is Florida HSMV Form 82195?
Form HSMV 82195 is the official document that a licensed Florida motor vehicle dealer submits to FLHSMV to request a registration stop (also called an “unpaid fees stop” or “administrative stop”). The stop is placed when the dealer has paid the tag and registration fees on the buyer’s behalf (typically under a Cash-on-Delivery arrangement) and the buyer has not reimbursed the dealer.
Once the stop is active, the vehicle owner cannot renew the registration or obtain a replacement plate until the stop is cleared. The stop does not prevent the issuance of a title.
When Should a Dealer Use Form 82195?
Dealers should use this form only when:
- The registration fees were not included in the financed amount of the vehicle purchase.
- The buyer signed a Cash-on-Delivery (COD) notice acknowledging that tag and registration fees would be paid separately.
- The dealer has documentation showing the exact amount of Florida vehicle registration fees owed.
- The buyer has failed to pay those fees after the dealer advanced them.
The form cannot be used if the registration fees were rolled into the loan or lease. Dealers must also maintain signed evidence of the amount owed, as required by statute, or risk penalties under Florida dealer licensing rules.
How to Complete Florida HSMV Form 82195?
The form requires the following information:
- Date of Request
- Dealer / Seller Information – Full name, street address, city/state/zip, telephone number, and dealer license number
- Vehicle Information – Year, make, model, Vehicle Identification Number (VIN), license plate number, and decal number
- Owner Information – Complete name(s) and Florida driver license number(s) of the owner and any co-owner
- Amount Owed – Exact dollar amount of unpaid Florida vehicle registration fees
The authorized dealership representative must sign the form under penalties of perjury and certify that:
- The registration fees have not been paid.
- Any money or trade-in equity received from the purchaser was applied only as a down payment on the vehicle.
- No portion of the down payment was applied to the tag or registration.
- Supporting documentation clearly showing the amount owed has been provided.
Required Supporting Documents
When submitting Form 82195, dealers must attach:
- Completed Dealer’s Request form HSMV 82195
- Certificate of Registration (the registration issued for the tag the dealer purchased)
- Cash on Delivery (COD) form HSMV 83351 (or equivalent signed COD notice)
- Buyer’s Order or Dealer’s Invoice
Proof of the amount owed (such as a tax collector or tag agency receipt showing Form HSMV 82041) is also required.

Effect of the Registration Stop
After FLHSMV processes the request, a registration stop is placed on the vehicle record. This stop:
- Prevents renewal of the vehicle registration
- Prevents issuance of a replacement license plate or revalidation sticker
- Does not block the issuance or transfer of the vehicle title
Tax collector offices and license plate agencies cannot remove this type of stop. Only the dealer or FLHSMV can clear it.
How to Remove an Unpaid Fees Registration Stop?
There are two primary ways to clear the stop:
1. Payment to the Dealer
The vehicle owner contacts the dealership, pays the outstanding registration fees, and obtains an official letter on dealership letterhead. The letter must include:
- Vehicle Identification Number (VIN)
- License plate number
- Registered owner’s name(s)
- Registered owner’s driver license number(s)
- Amount paid
- Authorized agent’s signature
The original letter is then presented in person at a tax collector office to release the stop. If the dealership is no longer in business, the owner should contact the local FLHSMV regional office for assistance.
2. Dispute with Form HSMV 82078
If the owner believes the fees were already paid or the amount is incorrect, they may file Form HSMV 82078 – Notification of Dispute of Registration Fees Paid to a Dealer for a Motor Vehicle along with documentary proof of payment. The completed form and proof must be mailed to FLHSMV in Tallahassee. If the department finds the dispute valid, it will remove the stop.
Important Notes for Dealers and Buyers
- Dealers must retain signed evidence of the amount owed. Failure to do so can result in licensing penalties under Section 320.27, Florida Statutes.
- This process applies only to COD tag-and-title transactions. Fees included in financing cannot be the basis for a registration stop.
- Buyers should always request a detailed receipt showing exactly which fees the dealer is advancing.
- The stop remains on the vehicle record until properly released; simply paying the dealer does not automatically clear it without the required documentation or FLHSMV action.
