Who Is Eligible for Form GU-11?
To qualify for a renewal or duplicate license/ID by mail using Form GU-11, you must meet all of the following eligibility requirements set by the New Jersey MVC:
- You must be a current New Jersey licensee with driving privileges in good standing.
- You must be outside the tri-state area (New Jersey, New York, and Pennsylvania) or outside the country for an extended period.
- You must hold a New Jersey driver license (not a Commercial Driver License of Class A, B, or C).
- Your current New Jersey driver license or non-driver ID must be expired, set to expire within the next 6 months, or lost for less than three years.

- This process is not available for Commercial Driver Licenses (Classes A, B, or C).
