NJ Form GU-30: Title & Register Vehicle Out of State – If you are a New Jersey resident who purchased a new or used vehicle while temporarily located out of state, Form GU-30 provides the official instructions from the New Jersey Motor Vehicle Commission (MVC) for titling and registering that vehicle by mail. This process allows eligible residents to complete the transaction without returning to New Jersey in person.

Who Can Use New Jersey Form GU-30?
Form GU-30 applies specifically to New Jersey residents who:
- Purchased a new or used vehicle while out of state
- Are still temporarily located outside New Jersey
- Need to title and register the vehicle in New Jersey by mail
These instructions do not apply if you have already returned to New Jersey after purchasing the vehicle out of state. In that case, visit a local MVC agency. For new vehicles purchased out of state, the dealer may mail title paperwork to an NJ Motor Vehicle Agency convenient for you. For used vehicles, the MVC recommends visiting a local agency when possible.
Required Documentation for Titling and Registering by Mail
All requests must include original documents. Photocopies, memorandums of title, or non-negotiable documents are not accepted for evidence of ownership.
Evidence of Ownership
New Vehicle:
- Original Manufacturer’s Certificate of Origin (MCO) provided by the selling dealer
- Completed New Vehicle Title Application (Form OS/SS-14). This form helps determine if the Luxury and Fuel Inefficient Surcharge (LFIS) applies. The form is available on NJMVC.gov. Your dealer should complete it.
Used Vehicle:
- Original, properly assigned certificate of title from the previous state
- If the vehicle was purchased or last registered in a state that does not issue titles: the registration issued to you or the former owner’s registration properly assigned to you, plus a signed statement certifying that you physically checked the Vehicle Identification Number (VIN) and that it is accurate
- If the former registration is unavailable: a certification from that state’s Motor Vehicle Agency confirming the vehicle was registered to you, along with the VIN statement
The VIN for vehicles manufactured after 1968 is typically visible on the dashboard through the lower left windshield (driver’s side). For pre-1968 vehicles, location varies—consult a local dealer if needed.
Mileage (Odometer) Statement
The seller must provide an accurate odometer reading at the time of sale. The statement must indicate whether the odometer has exceeded its mechanical limits and is on an additional cycle. If the reading is inaccurate, the seller must state this and provide an estimate of the actual mileage.
Required Applications and Forms
Submit the following completed, signed, original documents:
- Application for Certificate of Ownership (Form OS/SS-7)
- Registration Application (Form BA-49) — you must include your New Jersey driver license number in the space provided or the application will not be processed
- For new vehicles: New Vehicle Title Application (Form OS/SS-14)

- Photocopy of your current New Jersey vehicle insurance card
- Photocopy of your current New Jersey driver license
Fees Payable to NJMVC
Submit a check or money order made payable to NJMVC. Fees include:
- Title Fee: $60 (or $85 if the vehicle has a lienholder/financed)
- Registration Fee: Based on the vehicle’s model year and shipping weight. Check current rates on NJMVC.gov or call 1-888-486-3339 (in-state) or 1-609-292-6500 (out-of-state). If transferring an existing registration, submit the current registration certificate. If unavailable, an additional duplicate registration fee applies. Provide your New Jersey license plate number and request a duplicate if needed. Do not include a transfer fee if the existing registration is due for renewal or expires within 60 days.
- Sales Tax: 6.625% of the purchase price (rate effective since January 1, 2018). Calculate based on the date of purchase. If you traded in a vehicle, subtract the trade-in value from the purchase price before calculating tax. If you already paid sales tax in the state of purchase, include the receipt made out to the purchaser. Pay any difference if the amount paid was less than New Jersey’s rate.
- Luxury and Fuel Inefficient Surcharge (LFIS): If applicable to a new vehicle, an additional 0.4% of the gross sales/lease price.
Include a daytime telephone number with your request. Titles with a lienholder will be mailed directly to the lienholder. If there is no lienholder, paperwork is returned to the out-of-state dealer or the out-of-state address you provide. Paperwork will not be mailed to a New Jersey address.
