Important note from PennDOT and NHTSA: 11–15 passenger vans are generally prohibited for student transportation unless specifically grandfathered under limited pre-1993 registration rules. Removing seats does not change the manufacturer’s original seating capacity design.

Who Needs to File Form MV-1S?

Each wheelchair position counts as four seating positions for classification purposes (School Vehicles are limited to two wheelchair positions). Removing seats does not reduce the original design capacity.
Section D – Contract Information (if applicable)
Private contractors must list the school name, the name of the person or business contracted, and the contract effective and expiration dates. The contract term may span multiple school years but must cover the current year. Attach a copy of the current school contract or acceptance letter.
Section E – Optional Personalization (School Vehicle only)
School Vehicle plates may be personalized with up to five letters or numbers (one hyphen or space allowed). The “SV” prefix is fixed. School Bus plates cannot be personalized.
